Idiom ｜ Judge a Book by its Cover
This idiom ‘can’t judge a book by it’s cover’ means you should not form opinions about something, or someone, primarily based on appearance. An object’s, or person’s, outward appearance shouldn’t be an indicator of value or worth.
The idiom dates back to 1860, from George Eliot’s book ‘The Mill on the Floss.’
このイディオムは主に外見だけで何か/誰かを判断すべきではない、人/物の外見は価値の尺度にすべきではないとの意味です。

Idiom Usage: Judge a Book by its Cover 使い方
This phrase has a little bit more going on than the average idiom. In it’s negative form, we can switch our the negative verbs (can’t/don’t/shouldn’t/etc) according to our needs.
When we use ‘don’t’ the idiom can be used on its own.
➣ Don’t judge a book by it’s cover.
With other negative verbs we will need to add a subject to the start of the sentence to make it grammatically correct.
➣ Subject + Can’t Judge a Book By It’s Cover
➣ You can’t judge a book by it’s cover.
Lastly, this idiom can be part of of a larger sentence.
➣ None of the candidates look very intelligent, but you can’t judge a book by its cover.
The idiom is generally used in the negative form, rarely to never in the positive or question form.
When used in the positive form, which is much rarer, it’s presented in a more tongue in cheek fashion. Basically the speaker is asserting that a stereotype does hold true.
➣ I shouldn’t be surprised that the homeless guy in the tattered clothing tried to rob me. I guess you can judge a book by its cover.
This idiom is appropriate in both casual and formal situations. It is perfectly acceptable to use in business circumstances.

固定観念があてはまることもあると主張するような場合で使われます。

This is quite an easy an easy idiom to use mnemonics with. Imagine a book you really enjoy, but the cover doesn’t look very exciting. You want your friend to read the book, but they think the story is going to be boring because of the lame cover.
